I’m totally swamped with work I need to get done today, so I’m making this a quick one:

  • 15 of 67 Merit Systems Protection Board (MSPB) administrative judges issued a personnel action decision favorable to the Appellant in the 1st Quarter FY2008./1

Put another way, 52 of 67 administrative judges did not issue a personnel action decision favorable to the Appellant in the 1st Quarter FY2008. Is this why agencies feel free to act with disregard for not just civil service rights, but basic human rights for federal workers as well?
